Clio prints a starting price and Actionstep prints none, so neither can be budgeted from its website alone: Clio says plans start at $49 per user per month with no tier priced, and Actionstep sells Practice Management and Legal Accounting as "priced per user plus implementation fees" behind a Request Pricing button. For a firm of three to ten people the real difference is how you find the number. With Clio you quote a plan and seat count. With Actionstep you also pay an implementation partner before anyone uses it.

Actionstep was read from its US pricing page on 31 October 2026. Clio figures come from our last read of its pricing page on 16 August 2026, because clio.com blocks automated reads and we will not restate a number we could not verify today. We sell Consultations, an intake and booking product that sits in front of either system, so weigh what we say about intake with that interest in mind.

The pattern matches the rest of the category. The plan that carries the feature you came for is rarely the entry plan, and the vendor that publishes the least makes the comparison hardest. Our legal software pricing guide puts both next to vendors that do print prices.

What Actionstep costs and why there is no number

Actionstep does not print a dollar figure anywhere on its US pricing page. It prints a structure: Practice Management, Legal Accounting, and add-on modules for document automation, form capture and AI time capture, each marked "priced per user plus implementation fees". Setup is handled by certified implementation partners, and that fee sits on top of the monthly per user rate.

The honest way to budget is to ask for three numbers in writing: the per user monthly rate at your headcount, the implementation quote with the hours behind it, and the price of every add-on you expect to switch on in year one. Our Actionstep pricing and alternatives page lists what to ask.

What Clio costs and where the $49 stops

Clio sells four plans, Starter, Core, Signature and Elite, and prints $49 per user per month as the figure plans start at. It does not price the individual tiers on the page we could read. The $49 plan is the one that cannot run intake, because Clio Grow is not available on Starter. A firm that wants intake and a pipeline needs Elite, or Core or Signature with Grow added.

For a five person firm, the $49 headline suggests $2,940 a year. That number is the floor for the one plan that excludes intake, so treat it as a lower bound, not a quote. Our Clio Grow cost breakdown works through the add-on math, and Clio Grow vs Clio Manage explains which product does what.

Which is cheaper for a small law firm

On the information published, Clio is the easier one to estimate and the faster one to start. A firm can sign up, pick a plan and be working in days, and the starting price is a real figure even if it is a floor. Actionstep is rarely the cheaper product at small headcounts, because the implementation fee front loads the cost and the per user rate is quoted, not listed. Its case for itself is configurability: firms with unusual workflows, trust and ledger needs, or several offices get more room to build.

Does either one answer new inquiries

Both record and route. Actionstep captures form data and Clio Grow stores leads in a pipeline, but a person still has to read the inquiry, ask follow up questions and book a time. Firms that lose cases to the first lawyer who replies lose them in that gap, before either system is opened.

Consultations runs the qualifying conversation on your site, asks follow up questions when an answer is vague, scores the matter against your criteria, books qualified prospects into your calendar and hands you a brief before you call. It works in front of Actionstep, Clio or any other system, from $49 a month for one professional or $129 for up to five, flat. You can run a sample conversation in the Intake Desk at the top of this page.

What to ask before you sign either order form

  • The all in annual total at your exact headcount, with each add-on listed separately
  • Whether the intake and form features you need are in the plan or sold as a module
  • The implementation fee, the hours behind it, and who does the data migration
  • The renewal rate and how much notice the vendor must give before raising it
  • Whether e-signature for engagement letters is included or priced per envelope

The last item deserves a closer look, since engagement letters, renewals and vendor terms add up across a firm. A tool built for tracking contracts and renewal dates can keep those out of a spreadsheet while you decide on the practice system.

Frequently asked questions

How much does Actionstep cost?

Actionstep does not publish a price. Its US pricing page lists Practice Management, Legal Accounting and add-on modules as priced per user plus implementation fees, with a Request Pricing button. Expect to pay a monthly per user rate and a one time implementation fee set by a certified partner. Get both in writing.

How much does Clio cost per user?

Clio says plans start at $49 per user per month and does not price each tier on its public page. The entry plan cannot run Clio Grow intake. Intake needs Elite, or Core or Signature with Grow added. Request a quote for the plan and seat count you need.

Is Actionstep better than Clio?

Neither is better in general. Actionstep fits midsize firms that need configurable workflows and accept a partner led setup. Clio fits solo to midsize firms that want a faster, standard start. Pick on firm size, workflow complexity and how you want to be onboarded, then budget the add-ons.
